How they plan on proving that a team was circumventing the expansion draft and that there just wasn't some kind of "break" in the negotiations isn't clear and maybe damn well impossible to prove, but the league is looking out for those type of deals.

I really don't see anything wrong with a player having a "handshake agreement" to re-sign with their team. I mean if Vegas were to select that player who is going to be a UFA they have to figure that player, especially a vet like Thornton is not going to sign. I already think it is wrong that an expansion team gets to vulture other teams players anyhow though.
