Massive improvements to care for aging individuals and those with mental illness. Europe has started research and development on closed communities that allow individuals with dementia to wander around and live normally under medical supervision. No fear of individuals wandering off and getting hurt, but full autonomous living. People from the outside can visit just like they could at any normal senior home. Perhaps we could also set the communities to be research hubs for things like low powered self driving cars/assisted driving, medical research etc.
Deal with some low income/senior projects in the same way Europe has. Start placing students in living arrangements at senior centres. I have read of projects where students live "rent free" but are required to interact and help out around the facilities. This can help improve quality of life for the elderly, increase checks and balances for the medical staff and reduce some of the work/overworking of medical staff at such facilities.
TL;DR - Make Canada a world wide leader in research and elderly care. Also increase ease of travel from one side of the country to the other side.
