I'm not sure how that makes a city romantic other than the sexual wellness products. Novels and books seem to indicate a lack of romance and jewlery seems to indicate men who are trying to make up for something so they no longer have to sleep on the couch.
To me a romantic city is somewhere you would go for a honeymoon. Victoria makes the list as would Niagara Falls and Quebec City.
