Eye witnesses aren't great at the best of time. Throw in an active shooter and running for your lives and it's almost impossible to get an accurate account from them. I mean, a person wearing a hat in the winter is pretty common, it doesn't take much for it to get distorted into a ski-mask while already in flight or fight mode. Just like how the witness thought the police was another shooter himself.
It could also be a failure on the media. Who knows how many people said they only saw one gunner or weren't sure how many. If the media knew that there were two suspects in custody, finding that one person who "saw" two would actually seem like the most credible witness.
