A slew foot is kicking out the skates from behind, causing the other player to fall backwards. Which is different than regular tripping. Pushing with your arms or elbows can make it worse, but that doesn't need to occur for it to be a slew foot.
That said, I didn't realize they were regularly fining or suspending slew foots. Are they?
