I don't think Donnie understands the opposition from his own people regarding Keystone. This move was mostly meaningless and largely symbolic but will play well with the rubes for now.
He wants the US government to get 25% of the profits? Sure let's do that. Or we could just nationalize it, that usually turns out well.
