Pretty much what Roast Beef says. While I think the word is dumb as well, I'm directing almost always at the people who used it first. And as I said, it turns out most of their insults are simply projections of their own insecurities and issues. Rubio though is closer to being the definition of the word, he keeps letting Trump humiliate him and he keeps coming back for more. But at least Rubio being spineless allows for things like this to happen.
