That article says the opposite.
Canada or the EU paying more for drugs wouldn't alter the price of drugs in the US. It would make the Drug companies more money which would lead to either higher share price and dividends, more competition or more investment in the creation of new drugs. But changing the price in Canada does not change the price in the US so they do not subsidize us.
