I hear this a lot, but really, what does the guy at Sev care? Back then there werent really any serious fines or penalties for selling smokes to a kid so what does he care whether you give the smokes to your mom or smoke them yourself?
If he gets caught what does he have to lose? At the time, not a lot. Probably a 'slap on the wrist' type of fine. Now those fines are pretty substantial.
Same with underage drinking. I was drinking at a bar downtown when I was 16 and I got caught by a Cop, he asked to see my ID so I hand him my license which clearly told him I was only 16 and the punishment was that I had to finish my beer, pay my bill and leave...oh, and promise not to do it again.
Now? The bar would be heavily fined so they have to be stricter.
