Probably. Most people have no idea of the concept of safe following distances or giving yourself extra time to stop in icy conditions. Drivers who bring their license from snow-less countries may never have been introduced to how to handle a vehicle safely on ice. I'm sure we could get a 10% drop with some basic education.
