Silence is treated as acceptance. The NHL has adopted 3 on 3 specifically to drive down the number of shootouts in the regular season because people continued to argue it is a horrible way to determine a winner. And that is for a regular season game.

The IIHF has even made changes. They made OT for the gold medal game 20 minutes instead of 10 just this year to try and mitigate the possibility of a shootout. Didn't work, alas, but the problem of the shootout doesn't get fixed if people meekly accept it.
