Who exactly is Buffalo going to get that is better than Tyrod? Remember at best $17-18 million gets you Brock Osweiler, maybe Kirk Cousins. They aren't anywhere near high enough for a QB without reaching hard at the draft, and playing a Goff like rookie. Maybe they're the team to goes for Romo? But is Romo who is at least a 50% injury risk a true upgrade? 49ers are clearly the NFL's most dysfunctional organization, but the Bills are pretty close. I'd argue the Browns are less dysfunctional than the Bills.
