Did the father have a representative at the local court proceedings, or did the case proceed without him? Did he enter evidence? Has an Australian court endorsed/enforced the judgement or is your daughter traveling there for another hearing?
The Hague Convention has serious teeth, and authorities in Australia would pay for the travel.
