you dont have to pay UPS to clear your item, you could do that yourself. simply fill out the B3 and present it to customs, then when the wait for the release and drive back to UPS to present the customs cleared customs authority.
or you could pay UPS to do this for you. why shouldnt a company be allowed to charge for a value added service?
the alternative is to do what you did. vote with your wallet. however, as long as a for profit enterprise is able to charge for a service, they should and will. if you read the small print on the terms and conditions, you will see only their air service includes brokerage and only in the cases of low value shipments.
