Yeah, but he no longer has the draw that is Peyton Manning to make players want to come to Denver. Manning wasn't very good in his final season but had been putting up video game numbers prior to it. That got a lot of guys to come to Denver on the cheap.
This year he's got a 9 win team with a QB that people think you can win with. He's a sharp executive and the Bronco's do have a good league wide reputation. But I think he'll have to pay for the guys he does sign, there won't be no discounts to be had this year.
