It's an indictment of Texans management that they have failed to find a competent QB. Without a Brady, Rodgers, Big Ben etc. the championship window is awfully short. Likely wasted JJ's best years.

I corrected your post slightly as it's highly unlikely they manage to do that in any other division. The Raiders did sweep that division this season so there's no doubt they are the better team with Carr. Without I would definitely favor the Texans as they know how to win with bad QB play. The Raiders don't.
