Most people that purchase diesel are interested in fuel mileage over environmental footprint as the actual emissions of a diesel powered car are not any better as while they emit less hydrocarbons they emit more NOx and particulates. It's a pick your poison thing as far as environmental footprint.
Owners should get compensated and the only ones to suffer should be VAG as there has to be steep consequences to for a large scale breach of ethics such as this.
