If it was just a 2 minute penalty there isn't really as big of a deterrence IMO. IF it was just a 4 minute penalty it would be too punitive on the accidental high sticking incidents.

The refs enforce it based on blood though, which is stupid...and just another reason why NHL refs are a joke.
