He was a top 10 EU player by Central Scouting and Bob McKenzie had him at #35. Taking him 23rd wasn't that much of a reach.
Anyway, this seems like a totally cosmetic move to assuage the fan base, who are apparently very pro-Tallon, and allows Rowe to focus on the coaching stuff for now.
According to
this podcast (which is worth a listen, relevant part starts at 48:40) with one of the owners, Tallon was already pretty broadly involved with personnel decisions and it seems doubtful that Rowe wouldn't still be.
They don't seem to care much about titles in Florida in this regime.
