Because of Canadian labour laws? They don't just clock in and out every time they're driving for a delivery.
They get paid hourly, and in some places they get an amount of each delivery charge on top. If they're scheduled to work 5 hours and aren't sent home early, they make 5 hours of at least minimum wage regardless of however many deliveries they make.
On top of that, if they're scheduled for more than 3 hours they need to be paid for 3 hours regardless of time worked, if it's less, they're paid for that time (2 hours scheduled but sent home after an hour would still get paid 2 hours).
