When he teleported himself into the future (when he found out the world was going to end), he spoke some English to the cops, did he not? thats just it. One day, he can't speak a word (leaving japanese messages to the painter) then he comes from the future and speaks perfect english (ok, so now you assume he has learnt it somewhere along the way)
But last nights episode, it comes out of the blue. I'm sure they don't have much in the way of methods to illustrate that he learnt english in a specific manner, and he has to learn sometime for the sake of the show, but just a little continuity issue.
But, yeah, if he can teleport and bend the time and space continuum, then he could probably learn some english at a quick pace, but the show makes no effort to explain it... thats all.
