I guess I wonder how the person can't improve at something they find meaningful. If one finds something meaningful, you would want to be better at it, and thus improve. If you don't want to improve at something, you probably don't find it meaningful.
I think people can always improve, and basically do whatever they set their mind to, ability wise. Most people are naturally gifted at a few things, that doesn't mean you can't get better at things you suck at. It requires more work though. If it's meaningful to you, you're probably going to put that work in.
