I agree that the underage prostitutes has to be the biggest issue. But the legislation doesn't really do anything about that... you might reduce the amount of prositution overall, but the amount of underage prostitution won't necessarily decrease at the same rate. A licensing program would be much more effective, but the community groups who lobby for these laws really aren't concerned about the welfare of the individuals, they just want them out of the neighbourhood.
