Also, while some people might just be mocking him in the way that people mocked Dubya for his speech (or Obama and his random pauses, for that matter), there's actually a substantive component to this in that the guy is a complete narcissist and insists that no one else touches his hair... yet, to borrow a phrase, it's a total disaster. He's obsessed with his image, yet somehow thinks he looks good as a giant oompa loompa. He cares so much about his appearance, yet looks like a clown. It's a good shorthand representation of what an absurd caricature of a human being he is, and is directly linked to one of many reasons he's not suited to do this job.
