It also gives companies an easy way to extort tax breaks and other favors out of the government. It sounds like all a company has to do is threaten to outsource jobs and they'll get favorable treatment and corporate welfare if they then agree not to. Similar to how billionaire sports team owners always seem to float the idea of moving the franchise when they're looking for the government to fund a new stadium.
