He is.
Second only behind Gio for powerplay minutes, but there is a full minute gap between the two. On the pk he's fifth for blue liners IIRC. Maybe the coaching staff want to expand those roles slowly, maybe they're idiots, but he should get more time on both. He's better on the pp then Gio and should not be behind by a full time per game.
