I would think Line 3 is going to get going quickly. It is basically a line replacement(with bigger pipe) that doesn't go through BC, crosses fairly easy terrain and I'm sure Enbridge is eager to replace the old one ASAP as it is not able to run at full capacity. Plus they get a jump on contracts over TC if KXL gets the go ahead.
TMX is probably going to run into protests and court challenges, even though it mostly follows an existing pipeline.
