I think it will take more than a year or two to build out these pipes. The money to build it is being spent by private enterprise, so they are taking the risk that oil might be $10 at that time, not government.

Imagine this attitude in other industries? "Could take a couple years to engineer and build a new solar plant, who knows what energy will cost then. Not worth it, bad deal". Where would we be then.
