KK has been saying these exact same words since 2008.
Why would that suddenly change in a hurry. Last i heard was the City and CSEC are meeting again January/February to rehash the Plan B debate and see if it's viable. Right now they're moving at a pace slower than a god damn snail. It will be 2030 by the time this thing is finally built.
