This is not a terrible idea, assuming funding is still going towards Climate science through some sort of gov organization (ie NOAA).

This would allow whatever organization thats running the climate science to contract out the design of their space (and terrestrial) instruments / satellites to the growing commercial space industry utilizing a competitive bid process. This will help drive down costs (not that I think NASA is inflating costs, they do the best they can with what they have however competition is key for progress) and support the privatization of space which is truly the next frontier for human exploration, economies, and most importantly the ultimate safeguard for ensuring the ongoing survival of the human species.
