According to the always on point Pat Steinberg, it's because slashing is part of the game.

It would just be crazy to suspend anyone for performing an infraction that causes injury. That's definitely not what happens all the time.

I believe his comparison was: "would you suspend a guy for causing injury on a totally clean hit?" because of course, a clean hit which is not a penalty is the same as a dirty penalty like slashing.

Oh, then he said anyone calling for a suspension is being "dramatic." Pat Steinberg, the same guy who goes into a panic anytime someone disagrees with him.

We're all just being dramatic. Slashing is part of the game, like the admirable hooking, holding, and checks to the head before it. We must protect the game.
