Obviously because there is a very big part of the NHL community that still feels and agrees that this kind of behavior is part of the game.

Baseball has moved past the new restrictions because it was applied and called without exceptions. Yes, there were some issues(Bautista/Texas) but for the most part players knew that they more than likely couldn't get away from it.

It is obvious that NHL players feel they can get away with a slash because of the officiating lets them feel that way.
