Indeed it was. It wasn't however because Clagary did not elect liberal MPs.
CPR realised a long time ago that ridding themselves of passenger service was best for the company. CP Air-->Canadian, CP Ships-->Carnival cruise lines. I'm sure that the governments decsion to move The Canadian north was welcomed by the CPR as in its place, a more lucrative frieght train could be run.
