So what does this have to do with federal Liberals being elected in Edmonton and not in Calgary?
Have you not heard ' the squeaky wheel gets the grease'. You can do whatever to Calgary but one thing is constant, they elect conservatives [or whatever is their right leaning flavor of the day]. They don't vote Liberal so they don't have any seats up for grabs. Edmonton, not so much, so they have more power, no matter what government.
