On the basis that many of the electoral college electors are unbound by their state and can actually vote for whomever they want (on Dec 19 I think). So if a bunch of Republican electors were turned off enough by Trump the electoral college could theoretically vote Clinton. Apparently it was intended as a fall-back measure if a demogoge hoodwinked the general public. There's been a petition floating around Facebook all week. The thing people are missing though is that the electoral college result has to be confirmed by congress in January. So if I miracle happened and they voted Clinton, there's no way a republican congress would ratify it. And also the potential for real civil war is massive imo.
