Seems like a weird thing to focus on if your intent is helping the poor. And I'm instantly skeptical about mandatory measures for the government to keep track of everyone - there's a reason we don't have laws requiring people to carry ID on them at all times. But if you want to make it free to get an ID, it would be pretty easy and not all that expensive for government to do, I'd bet.
