Of course. Some asian men are taller than some white men too, but in general it's the other way around If a store analyzes their customer base and sets the pant lengths they sell based on blocks of consumers, there's nothing wrong with that.
I think you've got the cause and effect flipped. Education isn't used to identify a block because of the education itself, it's used to identify a block because the people behave as a block. They behave as a block because in general they share a set of common concerns. A number of accurate generalities can be made based education or not. If they didn't behave as a block then they wouldn't be identified as one.
No one talks about blocks of red haired voters because they don't have a common set of concerns and don't vote as a block.
