Automation has also been responsible for a lot of those job losses, and those are never coming back. If there are incentives to bring production back the US, you can bet what returns will be in heavily automated facilities. In fact, that's already happening. Since 2010 the US has increased manufacturing output by 20% after adjusting for inflation, and employment in that sector barely increased at all.
