If everyone reduces CIT its a net loss. The demonstrated advantages of low CIT usually are based on cannibalization of other jurisdictions. Especially if PIT or Capital gains or dividend taxes are not raised to balance the loss of income from CIT.
If the proposal was decrease CIT but increase dividend taxes thus forcing money to be reinvested I'd agree its a good thing.
