The number isn't what's important, it's what you do with them. Obama didn't start the trend towards centralizing more power in the executive, but he has continued it. The president is more powerful than he's ever been before. Partly that's because Congress has ceded a fair bit of decision-making power to the White House through enactment in recent years, though.
