If you go to the AMC website, they have the first two episodes available commercial-free, and they're actually about 48 minutes long. That's 4 minutes longer than most hour-long shows with the commercials removed.
I think it seems like there's more commercials because of the way the episodes are structured. With most shows, there's a short opening segment followed by the credits and a commercial break. TWD tends to do a longer opening segment, so the first commercial break is later. The first half hour tends to have a higher show to commercial ratio, and they make up for that in the second half of the show.
