In my experience it is all in the attachment point to the aircraft. There are 'universal' bars which work with everything from an f-18 to a herc, but not with the C-17 on up. Designs change over the years.
Most aerocentres/airports have several bars. Most likely the airline would provide it if they wanted to use the facility. Unless airport management really wanted to lure them I doubt they would ever spend the money.
Aerocentres try to be well equiped to lure in the military aircraft. You can lose a $30k fuel up over something like that!
