Best time is probably the middle of October. You don't want to use a fertilizer that is high in nitrogen. Use a fall fertilizer. Once the ground starts freezing then you've waited too long and you're likely wasting the fertilizer. I don't always fertilize in the fall and my grass always turns out well. Fall fertilizing helps to prevent disease in the winter, and your grass will come up green quicker in the spring time.
