Note Haynes article was written on March 19, 2016 while the NHL didn't release their rules until June 22nd.
It is possible that clause makes it in, but I would say that it is not part of the official rules that we know of, but the Haynes article is assuming a rule that as far as we know doesn't apply to Hickey or Ollas Mattsson as the NHL release specifically states:
