From my understanding of how that works, they can retroactively bank room from the time of Smid's injury and perhaps use the additional cap space for something more important later on when the season is partially over.

And to add to this - why would the Flames eat into that overage for a luxury add on the bottom pairing? Even if we operate on the idea that McIlrath adds a significant boost over Kulak, Grossman AND Engelland, if he is only a bottom pair D, he is only adding that for a small amount of time. Small gain for the disruption.
They would do this (use the LTIR) to add when forced by other injuries, or to add a more potent player to the lineup - such as a top 6 forward
