I think that Negan will be around for a while. There is so much to explore with this new character & story line. Questions like how he keeps such a huge group of survivors loyal to him, what happened to him to bring him to this point? These are just some of the questions at the surface.
But we also need to consider what we learned from last season, in finding out that there are more communities of survivors, and at least with the Hilltop, we know that they are another group dominated by Negan's Saviours. How many more communities are there, and are they also dominated by the saviours?
From the season's trailer, and for those who watched Talking Dead far enough to see the teaser for next week's episode, we know that Carol & Morgan got rescued and taken to a community called the Kingdom, which means that we will be soon meeting King Ezekiel (from the trailer) and his tiger.
So honestly, the possibilities of where they can take the show from this point forward seems like there is enough material for them to explore with all of these new story lines that are developing.
And as for fear & deception having more longevity over fear & force...remember that this is happening much further along and it stands to reason that for this group to be this organized means that they have been doing this for a long time...much longer than the Governor was ever in power.
