Obama campaigned on an inspirational message of change, and on that level, he failed. Sure in a campaign politicians overpromise, but in Obama's case its much more pronounced. He suggested he would do certain things, to use Kaavy's example, close Guantanamo. Then he gets into power, gets a few confidential briefings, and keeps it open.
He also stood behind drone strikes that have killed thousands of civilians. That is not the Obama that we were all excited about in 2008.
He delivered on health care but had to make compromises. That was tough but he got it through, though its flawed.
Sure congress blocks him on certain things, but he wholesale changed his position especially respecting how to handle the military, once he ascended to the Presidency. He used his executive powers sometimes in a manner opposite to what he campaigned on.
