One thing that also annoys me about Trump is all this talk of "creating industries". This isn't 1916, he sounds like he wants to emulate Henry Ford, not Elon Musk.

Chinese steel is killing US Steel, sure, but steel isn't a growth industry so there isn't much point in taking their share of the market back. He should be talking about high-tech. The USSR made craploads of steel and where are they now?
