I don't think that was the case at all. I believe the insider info was that they were scared to pay him what he could get due to not believing he'd be able to provide that value to the team and decided to walk away.
Basically the plan was to get a guy like Brouwer in at a higher price to replace Colborne's production/body on the roster rather than pay Colbrone less but more than he's personally worth.
