Well he is playing quite well into the average American's irrational fear of Islamic terrorism (ya, they really want to come bomb rural Arkansas!) but it is a fear none the less, and he does well to remind voters it was her policies and Obama's policies (via troop withdrawl in Iraq, inaction in Syria to either attack or support rebels, and deposing of Ghadaffi) have effectively created the fertile womb from which ISIS formed and strengthened.
So by that measure its a good play to people who really needn't be scared. And I'd agree that on foreign matters, her track record (and even by extension Obama's) hasn't been that successful dealing with terrorism, so not like Trump could do much worse.
